House size on hillside/ridgeline lots

 

What:  Resolving issues with large homes being developed, particularly on hillside or ridgeline lots.

Background:  A joint Planning Commission/Design Review Commission Special meeting was held on 3/30/06 and it was agreed that home size is an issue for both hillside/ridgeline and infill development.  It was agreed to focus first on hillside development and recommend to the City Council that a minimum home size guideline be implemented, whereby an applicant would first have to show that findings could be made for the minimum size before proposing designs for a larger size.  A joint City Council/Planning Commission/Design Review Commission Special meeting was conducted on 4/10/06 and the council agreed that size guidelines would be beneficial and commissioned the Planning Commission and Design Review Commission to further study the issue and make a recommendation.  A special committee, called the House Size Study Committee, consisting of Don Tatzin (City Council), Mike Anderson (City Council), Jeanne Ateljevich (Planning Commission), Mark Mitchell (Planning Commission), Tom Lee (Design Review Commission), met during 2006-7 and on 10/29/07 made its initial recommendations at a joint meeting with the City Council, Planning Commission, and Design Review Commission.  The recommendations basically consisted of tying allowable house size to the relative size in the neighborhood in question, with a 3000sf maximum in protected ridgeline areas and a 4500sf maximum city-wide.  The 4500sf limit could be exceeded under certain conditions, notably the use of green building construction.

Current status:  Awaiting further review by the City Council.

Re-zoning of East Deerhill

 

What:  Re-zoning of land near the intersection of Deer Hill Road and Pleasant Hill Road from Administrative/Professional/Office (APO) to Low-residential 10acre (LR-10) and/or Residential 1/2acre (R-20).

Planner:  Christine Sinnette (925-299-3241, csinnette@lovelafayette.org)

Background:  Rather than delay the recent revision to the General Plan, the re-zoning of this land from commercial to residential was deferred to a later time.  The city has now included it as part of their current work plan.  The Planning Commission initially heard this item on 11/18/04.  On 1/6/05, the Planning Commission directed staff to look into conducting a constraints analysis of the properties in question.  On 2/3/05, the Planning Commission formalized the scope of the Opportunities & Constraints Analysis (OCA) and authorized the study.  The City Council approved on 3/14/05 and authorized $40,000 to complete the analysis.  The Planning Commission reviewed the OCA on 9/7/06.  The Planning Commission continued public hearing to the meeting of 10/19/06 and directed staff to outline a program for providing additional information on development scenarios for the study area.  On 11/16/06, the Planning Commission directed staff to prepare a scope of work for a consultant to conduct a bulk and mass study for two of the properties that front Pleasant Hill Road, for which a response was received by the firm Design Community & Environment (DCE) to complete the study for $25,000.  At a City Council/Planning Commission/Design Review Commission Joint meeting on 9/24/07, the scope of work was remanded back to the Planning Commission for review.  At its 11/15/07 meeting, the Planning Commission decided the study would no longer be necessary and planned to renew discussions in early-2008.

Current status:  Deferred until early-2008.

Inclusionary Ordinance

 

What:  Establish a program that requires developers of significant residential projects to make up to 10% of the units available to households with very low to moderate incomes.

Planner:  Niroop Srivatsa, (925-299-3206, NSrivatsa@ci.lafayette.ca.us)

Background:  This is a requirement under the Housing element of the General Plan.  A consultant, Melanie Shaffer Freitas was hired with funding from HUD in July 2004, and has generated a list of elements for the program.  The matter was heard by the Planning Commission on 10/7/04 and 11/4/04, and by the City Council on 11/8/04.  On 5/23/05, the City Council convened a special meeting with the Planning Commission and Design Review Commission to get a status update on the ordinance and provide direction to the stakeholder committee.

Current status:  Stakeholder committee continuing work following direction from 5/23/05 hearing.
